It is ideal if the head office can pay attention to all branches and ensure implementation of such actions. However, in the case of global corporations that have branches all over the world, it may not be easy. There is a need to develop a system in which every organization in each area fulfills their roles while voluntarily contributing to the whole. What is important here is how to maintain collaboration and communication across the areas. It is not enough to design a flexible organization while maintaining the balance as a whole. The global situation is rapidly changing. No matter how flexible the organization becomes, the fixed organization alone cannot respond to a sudden change. When the environment is changing, the non-official collaboration and communication manifest the power. And they are led by the manpower in each location. How to secure the workers who can flexibly facilitate collaboration if something happens. It is not an overstatement that the quality and quantity of manpower that can be the core of collaboration determines the strength of a corporation. The requirement for the global human resource at General Electric (GE) can be a good example. The global human resource should have a high level of capacity and growth potential as well as be excellent in establishing trusted relationships and achieve results using the company’s business model, etc. Furthermore, they must also have abilities to challenge something in a visible manner and to explain their plans in an easily understandable manner. In order to have meaningful communication with the organization in other areas within limited time, this ability to explain becomes critical. Particularly, the technical people deal with the matters such as cutting-edge ideas and knowledge that are hard to be seen by people in general. Thus, they are required to convey the contents of the technology and the possibility of its application to the business beyond the area and specialized field. Just following the instruction by the head office does not create human resources that can be the core of a network that connects different locations. For the competent human resources, it is required to voluntarily explain possibilities of technology and sometimes even influence the direction of the organization.
